AIR SELANGOR ACHIEVES TARGET OF 28.6% FOR NON-REVENUE WATER RATE (NRW) IN 2020

Kuala Lumpur – Pengurusan Air Selangor Sdn Bhd (Air Selangor) would like to announce that for the year 2020, it has successfully achieved a lower average rate of the Non-Revenue Water (NRW) which has been reduced to 28.6% compared to the average rate of 29.7% in 2019. This achievement has surpassed the target of 29.2% set by the Suruhanjaya Perkhidmatan Air Negara (SPAN). The reduction in NRW rate for 2020 was achieved despite the challenging situation faced by Air Selangor in implementing on-site work on the back of COVID-19 pandemic and the Movement Control Order (PKP) which has, to some extent, affected the progress of work planned. The decrease by 1.1% also signifies the reduction of treated water loss within the distribution system by 43 million litres per day (MLD), which is equivalent to 43 million bottles of 1 litre water per day.

This reduction in NRW rate was achieved through strategic planning and implementation of several initiatives, especially the in-house initiatives which began in 2017. For 2020, Air Selangor has spent RM255 million to reduce NRW rate through the implementation of various initiatives, including:

  • The success of Air Selangor’s Leak Specialist (LS) and Leak Inspector (LI) team in detecting more than 90 thousand leaking pipe cases within the pipeline network in Selangor, Kuala Lumpur, and Putrajaya. To date, Air Selangor has a total of 54 LS personnel and 133 LI personnel.
  • The implementation of Active Leakage Control Programme, District Meter Zones Establishment Programme, and Old Pipe Replacement Programme. The implementation of these programmes have reduced burst pipe incidents by 51%, from 5,398 cases in 2017 to 2,620 cases in 2020. As a result, Air Selangor recorded a Pipe Burst Index (PBI) of 8 burst pipe cases per 100 km, compared to the international PBI benchmark of 13 burst pipe cases per 100 km per year.
  • Air Selangor has also installed a total of 1,650 transient pressure sensors on the main pipes to detect leaks much earlier which allows repair work to be carried out immediately. At the same time, the transient pressure can prevent the main pipes from bursting, which could cause water supply disruption to consumers. This technology is also used by water operators in developed countries such as Singapore, Australia, and the United Arab Emirates (UAE).
  • The use of Permanent Leak Noise Correlating Logger that is capable of detecting leaks in the reticulation pipe system at all times, 24 hours a day. This online monitoring system allows immediate corrective action to be taken after the data indicates a leak in the pipe. As of the end of 2020, a total of 1,640 permanent leak detectors have been installed in 36 District Metering Zones.

Air Selangor remains committed to achieving NRW reduction this year through an allocation of RM293 million to be spent in 2021. From the amount, a total of RM170 million has been allocated for the Old Pipe Replacement Programme to replace old and critical pipes, and RM16 million for the replacement of old and damaged meters.

Additionally, Air Selangor Additionally, Air Selangor has qualified for reimbursement under the National NRW Reduction Programme (Program NRW Kebangsaan) through Approach 2 in 2019. The reimbursement is a grant incentive provided by the Malaysian Government in promoting effective and consistent NRW reduction based on targets set by SPAN. In 2019, Air Selangor has managed to record an excellent reduction in the NRW rate with a decrease of 2% from 31.7% in 2018, to 29.7%. This reduction is also a better achievement than the original target of 1% and was certified by SPAN based on the audit they conducted in July 2020.

With this reduction, Air Selangor is committed to further reduce the NRW rate to 25% in 2025 and 15% by 2049. The decrease in the NRW rate in 2020 shows Air Selangor’s continued commitment to ensuring that clean water can be distributed to consumers without wastage.
